I found mine at my hair salon, they usually put out OPI nail polish in bright colors. It's a bit expensive (mine was approximately $8), but if you don't spill it (hah...) it should be worth it.

You can find just regular, sheen orange nail polish at Sephora (it's their own brand, very good, small bottle, $4). For NEON nail polish, I suggest trying Hot Topic in the mall, Claire's (not as good, but there's a large gaurantee that they'll have them there), or an Halloween/costume store should carry some.
Kolibre Cosmetics has a nail polish called ';Peach Shimmer'; that is def orange! It's high-end too. Dries fast. Doesn't streak. Resists chipping. You should checkout their website.
