No top coat %26amp; base coat are not interchangeable unless they are labelled as dual purpose.
Base coat is designed to be sticky so polish adheres. Top coat is supposed to be slick so the surface is smooth %26amp; shiny. Polish applied on top of it will tend to peel or slide off.Can a top coat nail polish also be used as a base coat? and vice versa?
